What you need to know

The Village of Marcellus bills for Sewer Rent/Use and Refuse Pick up quarterly, and in arrears. 

 
Billing Schedule:

Quarter 1:
January, February, March                                   Billed in early April                           Due APRIL 30th
                *Due to the end of the Onondaga County Fiscal year, the first quarter due date is shorter than the others.  This allows the Village to re-levy any unpaid utility charges back to the County to be added to the village tax bill.   All charges are re-levied on May 1st, and payments remitted to the Village Office will not be accepted after this date.

Sewer

Each unit is charged a flat fee for Sewer Rent per quarter, which includes usage up to 5,000 gallons.   Usage above 5,000 gallons is billed on a fee schedule per 1,000 gallons.  The Village obtains consumption data from OCWA (the water going in) and uses that figure to determine the amount billed for sewer (the water going out.)  

Refuse

Refuse pick up is also included on the Village of Marcellus quarterly utility bill.  Refuse is collected on WEDNESDAYS, and may be put to the curb no earlier than Tuesday evening.  The hauler contract is renegotiated through the procurement process every three years.  This is not an optional utility.  All residents, private and commercial, are required to pay for refuse pick up quarterly.  Exceptions are made on a case by case basis, with written request to the Village Board.  Information regarding refuse pickup and fees is available at the Village Office.

Payment
The Village accepts cash payments or checks made out to "Village of Marcellus"

Bills that are not received in the Village Office postmarked by the printed due date will be subject to a 10% late penalty.
