The following Resolution was offered by Trustee Manahan, who moved for its adoption, seconded by Trustee Tallman, to wit:
WHEREAS, the Village of Marcellus recognizes the unique threat posed by the COVID-19 pandemic to Village employees, contractors and visitors; and
WHEREAS, the Governor of the State of New York has issued a series of Executive Orders restricting a number of activities to preserve the health and welfare of the citizens of the State of New York; and
WHEREAS, the Village of Marcellus desires to comply with all Executive Orders of the Governor and in recognition of the Governor’s requirements to reopen municipal government and also to help lower the risks of spreading the COVID-19 virus;
NOW, THEREFORE, BE IT RESOLVED the Board of Trustees of the Village of Marcellus hereby enacts the following protocols:

THE FOLLOWING PROTOCOLS AND PROCEDURES REGARDING
SICK WORKERS IS HEREBY ENACTED:
The Village of Marcellus has ZERO TOLERANCE FOR SICK WORKERS REPORTING TO WORK. IF YOU ARE SICK, STAY HOME! IF YOU FEEL SICK, GO HOME! IF YOU SEE SOMEONE SICK, SEND THEM HOME!
If you are exhibiting any of the symptoms below, you are to report this to your supervisor (via phone, text or email) right away, and head home from the job site or stay home if already there.
If you notice a co-worker showing signs or complaining about such symptoms, he or she should be directed to their supervisor (via phone, text or email) and asked to leave the project site immediately.
Employees Self-Certify Prior to Shift
Prior to starting a shift, each employee will self-certify to their supervisor that they:
Employees exhibiting symptoms or unable to self-certify should be directed to leave the work site and seek medical attention and applicable testing by their health care provider. They are not to return to the work site until cleared by a medical professional. Employees must provide medical documentation to their supervisor at least twenty-four (24) hours prior to their return to work.
THE FOLLOWING PROTOCOLS AND PROCEDURES REGARDING THE AVAILABILITY AND USE OF FACE MASKS IS HEREBY ENACTED:
Unless otherwise notified by your direct supervisor, you are required to wear a face covering at work. A face covering is generally a cloth, bandana, or other type of material that covers an employee’s mouth and nose. The Village of Marcellus will provide employees with either a cloth or disposal face covering if requested. In addition, any customers coming into any Village Facility must wear a mask. They will not be permitted into any Village Facility without the mask.
Remember that wearing a face covering can help prevent the spread of disease, but only in addition to other measures that you should be taking in the workplace and at home, such as frequent hand washing, cleaning and sanitizing frequently touched surfaces, and practicing social distancing.
Procedure
If you feel sick or if you are experiencing any symptoms of COVID-19 (fever, cough, difficulty breathing, chills, headache, muscle pain, sore throat, or new loss of taste or smell), let your supervisor know, go home immediately, and contact your healthcare provider for additional guidance.

THE FOLLOWING ON-THE-JOB PROTOCOLS AND PROCEDURES TO PREVENT TRANSMISSION OF THE COVID-19 VIRUS ARE HEREBY ENACTED:
- No handshaking
- Wash hands often with soap for at least 20 seconds or use an alcohol-based hand sanitizer with at least 60% ethanol or 70% isopropanol
- Each department should develop cleaning and decontamination procedures that are posted and shared. These Procedures must cover staff cleaning department public areas after each transaction with the public. In addition, staff are required to clean their own desk or personal surfaces, including equipment, keyboards, telephones, touchpads, vehicles, etc.
- A “No Congregation” policy is in effect; individuals must implement social distancing by maintaining a minimum distance of 6-feet from other individuals
- Avoid face to face meetings – critical situations requiring in-person discussion must follow social distancing
- Make available to the public all meetings via web hosting technology, if possible. Do not convene meetings of more than 10 people. Recommend use of cell phones, texting, web meeting sites and conference calls for project discussion.
- DPW work crew meetings/tailgate talks should be held outside and follow social distancing
- At each DPW job briefing/tool box talk, employees are asked if they are experiencing any symptoms, and are sent home if they are.
- All restroom facilities will be cleaned and handwashing stations will have soap and/or hand sanitizer and paper towels
- All common areas and meeting areas will be cleaned and disinfected on a regular basis
- Each employee is to use his/her own water bottle, and will not share
- Please maintain Social Distancing separation during breaks and lunch
- Cover coughing or sneezing with a tissue, then throw the tissue in the trash and wash hands, if no tissue is available then cough into your elbow
- Avoid touching eyes, nose, and mouth with your hands
- If you or a family member is feeling ill, stay home!

- Have no signs of a fever or a measured temperature of 100.4 degrees or greater, a cough or trouble breathing within the past 24 hours.
- Have not had "close contact" with an individual diagnosed with COVID-19. “Close contact” means living in the same household as a person who has tested positive for COVID-19, caring for a person who has tested positive for COVID-19, being within 6 feet of a person who has tested positive for COVID-19 for about 15 minutes, or coming in direct contact with secretions (e.g., sharing utensils, being coughed on) from a person who has tested positive for COVID-19, while that person was symptomatic.
- Have not been asked to self-isolate or quarantine by their doctor or a local public health official.
Employees exhibiting symptoms or unable to self-certify should be directed to leave the work site and seek medical attention and applicable testing by their health care provider. They are not to return to the work site until cleared by a medical professional. - If using disposable face coverings, do not reuse them, and throw them away in appropriate trash receptacles.
- Don’t lay your face covering on any surface that may contaminate either the covering or the surface.
- Don’t use it if it’s damaged or has holes, unless it is the only face covering you have access to.

5/4/2020 UPDATE REGARDING VILLAGE ELECTIONS:
Pursuant to Executive Order 202.26, which was issued the evening of May 1, 2020, all village elections scheduled to take place in March, April, May, and June of 2020 have been postponed and rescheduled to September 15, 2020. The Order states that for any village election in which the ballot was fully determined when the election was postponed, the election will proceed with the same ballot. Additionally, if the ballots were already printed the ballots may be used at the September 15, 2020 election, despite displaying the original date of the election.
In village elections for which ballot access was incomplete when petitioning was suspended, the Executive Order states that the petitioning process will continue to be on hold until the NY on Pause Order ceases, subject to a process determined by a future Executive Order.
Lastly, while current elected village officials will remain in office until the rescheduled election is held on September 15, 2020, the newly elected officials will assume office when the results of the election are certified pursuant to Election Law § 15-126.

A message from Mayor Curtin:
Dear Village Resident,
With the novel coronavirus (“COVID-19”) impacting everyone’s day-to-day lives, the Board of Trustees wants to express its concern for your well-being, the well-being of our employees as well as our businesses in the Village. On behalf of the Board, I want to take this opportunity to keep you informed as to what has transpired in the Village, what directives and orders from the County and State that we are expected to follow, as well as keep you informed of matters related to the operation of the Village. Much of what is related below, is already posted on the Village website, and because the news of the coronavirus is changing so often and so rapidly, the website (https://www.villageofmarcellus.com) will provide the most up-to-date information, as we know it.
Personal Conduct – the current goal of addressing COVID-19, as articulated by the CDC and the NYS Department of Health, is to mitigate against the spread of the virus and reduce its rate of transmission. The current advice from the CDC and the NYS Department of Health is as follows:
1. Individuals should frequently wash their hands with soap and water for at least 20 seconds. If soap and water are not available, individuals should use an alcohol-based hand sanitizer.
2. Individuals should avoid touching their eyes, nose and mouth with unwashed hands.
3. Individuals should avoid close contact with people who are sick.
4. Individuals should stay home when they are sick.
5. Individuals should cover their cough or sneeze with a tissue, then throw the tissue in the trash.
6. Touched objects and surfaces should be frequently cleaned and disinfected.
Village Office – due to the current health risks and cautions that are being put into place, the Village Office will be closed to the public until further notice. Please call (315) 673-3112 to make an appointment.
Village Staff – we have reduced our staff as directed by the Governor – The Village Clerk and Village Treasurer are alternating days off and the four people in the DPW are also doing alternate days on and off. We have to keep the Treatment Plant covered as much as possible, and fortunately we have three certified operators who can do this. The Police Department is part time and a reduction in staff in this department would not be relevant. Governor Cuomo issued an Executive Order directing non-essential businesses to implement Work-From-Home Policies. This we have implemented by having our employees to remain employed notwithstanding where they may be physically located or assigned.
Board Meetings – please take notice that all Village meetings are closed to public attendance for the safety of all concerned, as of March 17, 2020. Authority to make the adjustment was provided by Governor Cuomo's March 13, 2020 Executive Order to temporarily suspend Open Meetings Law to allow for public bodies to hold public meetings without public attendance. If any one wishes to listen to what transpires at public board meetings, check the website calendar for dates and times, and Zoom Meeting IDs. The minutes of Village meetings are always recorded and summaries of the meetings are available on the website under News, Mayor's Updates, for public inspection.
IMA With The Town of Marcellus – in August of 2018, an Intermunicipal Agreement with the Town of Marcellus was approved, whereby the Village of Marcellus shall, following prior authorization from the Mayor, authorize its D.P.W. Superintendent to make a positive or a negative determination, on a case by case basis, a request made by the Town Highway Superintendent, to offer assistance in the form of Village personnel, materials and/or equipment.
The Town having approved this same agreement shall, following prior authorization from the Supervisor, authorize its Highway Superintendent to make a positive or a negative determination, on a case by case basis, a request made by the Village DPW Superintendent, to offer assistance in the form of Town personnel, materials and/or equipment. Therefore if the municipal workforce of either entity is reduced because of the virus, and because the Village and Town have worked together in the past to supplement the workforce on an as-needed basis and in an informal way, both the Village and Town of Marcellus will continue to share services and resources and workforce, while the virus continues to be a threat to the functioning of government in the Town and Village of Marcellus.

Village Election – Governor Cuomo has issued an Executive Order delaying Village Elections statewide until the April 28th Primary. The Executive Order also calls for any elected official holding such position to remain in office until such time as a new election is held. Therefore, Trustee Tallman and Trustee Manahan will remain in office until such time as a new election takes place.
Emergency Operations Center – County Executive Ryan McMahon has opened the Emergency Operations Center. It is now active and operational.

From the Police Chief – the Marcellus Police Department is attempting to facilitate and coordinate resources for the purpose of assisting those persons in our community who are most vulnerable to COVID-19. The purpose is to identify elderly community members or persons who may be vulnerable or susceptible and may need assistance. If you know of any such persons, please contact the Marcellus Police Department (315-673-2079) or the Village Clerk (315-673-3112). Please be patient if you reach a recording, since Governor Cuomo’s Executive Orders have restricted Village work hours. If you have an emergency, please call 911. The Village of Marcellus is a strong, connected and close community. We need to take care of each other and when we get through this health crisis, we will be only stronger.
